Overview of the Green Asia International Strategic Comprehensive Special Zone

From initial concepts to operation, and from the construction of hardware to social systems, there is a need to put into place models and methodologies that can be shared by a range of governmental and private players, and to make concerted nationwide efforts to engage in this challenge.

In order to prevent a loss of substance to Japan's world-renowned industry and technology while making contributions overseas, Japan needs to utilize its own advanced energy saving, energy creation and energy storage technologies in developing and producing products that meet the environmental needs of countries worldwide.

With the continuing rise in resource nationalism, there is a need to promote the next generation of 3R (reduce, reuse, and recycle) so as to strike a balance between economic development and environmental concerns (sustainable development) and ensure that scarce resources do not become caught up in issues of economic security.

In order to promote urban environmental infrastructure business and expand sales of eco-friendly products, entice highly-capable businesses and personnel to production and development sites for these, and to occupy a highly competitive position within Asian markets, there is a need to enhance marketing functions with a focus of urban sales functions.

In order to deepen ties with other parts of Asia in matters relating to the environment, there is a need to overcome systematic differences that impede interchanges between people, things and money, and to promote mutual business ventures in a more proactive manner while making use of Kyushu's close proximity to the Asian mainland.

Develop and expand the Kitakyushu Asian Center for Low Carbon Society as a national COE (Center Of Excellence) for the development of Asia's urban infrastructure businesses (energy, recycling, water and the reduction of environmental burdens) based on Japan's superior technology, and play a key role in integrating lifecycles, from marketing to planning, implementation and operation.

Encourage further development to Japan's already cutting edge technological level and establish recycling-oriented societies. In addition, aim to secure scarce resources by promoting the establishment of recycling technology that uses advanced enrichment technology in new fields such as rare metals, as well as lower cost recycling technology.
Creation of next generation hubs relating to the recycling of resources etc.

Incorporate the vitality of Asia's economic growth – especially in business related to the environment – by employing close networks with Asia to minimize regulatory barriers and encourage interchanges between people, things and money.
